Enrollment Certification Procedures:  If You Are Applying for Benefits for the First Time


Chapter 1606, 1607, and 30

  1. Complete an online application ( http://www.gibill.va.gov/apply-for-benefits/application) to the Department of Veterans Affairs.
    1. VA Form 22-1990 for new applicants
    2. VA Form 22-1995 for transfer students
    3. Print a copy before submitting the application, and send it to the VA School Certifying Official
  2. Apply for admission to Rutgers, the State University of New Jersey: http://admissions.rutgers.edu
  3. To apply for financial aid please submit your Federal Financial Aid Application at http://fafsa.ed.gov, and contact the Rutgers Financial Aid office through its web site http://studentaid.rutgers.edu.
  4. Provide a copy of your Notice of Basic Eligibility (NOBE) or Certificate of Eligibility (COE) to the VA School Certifying Official. This document will be mailed to you from the VA after your application has been processed and your educational benefits have been granted. Provide a copy of your DD-214 (Member 4 copy) to the VA School Certifying Official. You may submit these documents to us using http://myvetcert.rutgers.edu. Please submit these as soon as possible.
  5. Register for Classes: Use Webreg https://sims.rutgers.edu/webreg/ to enroll for classes. You may take any class that you desire as long as you are eligible, but remember, the VA will only pay benefits for classes required by your degree program. Check degree navigator http://nbdn.rutgers.edu/ and/or meet with your academic adviser to make sure you are on track with your program requirements.
  6. Once your schedule is finalized, submit a request for Veteran Enrollment Certification at http://myvetcert.rutgers.edu. An enrollment certification will be submitted to the Department of Veterans Affairs on your behalf for the number of credit hours you have registered for. You need to do this every semester.
  7. National Guard Tuition Waiver recipients, please submit your Commander's Cert at http://myvetcert.rutgers.edu as soon as possible to avoid having your classes cancelled due to lack of payment.
  8. All students who are receiving Chapter 1606 Selected Reserve, Chapter 1607 Reserve Educational Assistance Program (REAP), or Chapter 30 Montgomery GI BillT benefits MUST verify their enrollment monthly to receive payment. This verification can be done either by using the Web Automated Verification of Enrollment (WAVE) application at: https://www.gibill.va.gov/wave/index.do or by using the Automated Telephone System (IVR) at: 1-877-823-2378.

  9. **Chapter 30 and 33 students may be eligible for New Jersey resident tuition rates. Please fill out this form (pdf) to determine if you are eligible for these tuition rates.
